Born in the city of Santo Domingo, Dominican Republic, June 14, 1940.  He graduated in 1963 as Graduate Doctorate in Law  in the University of Santo Domingo obtaining honors "Magna Cum Laude".  In 1965 he completed his specialization in the University of Sorbonne, Paris on Labor Laws and Social Security.
