On the 28th of June of 2000 the Secretary of State of Culture was created
through the law 41-00 as the superior
institution, responsible of the execution of the
policies, programs and projects for the cultural
development. The meaning and reach of the
dispositions contained in law 41-00 where conceived
not only with the objective of creating the
Secretary of State of Culture but with the
establishment of a National System of Culture, with
the understanding that "a group of instances and
institutional development processes, planning and
articulated information within that facilitates the
cultural development and the access to the community
to all cultural goods and services based on the
principles of decentralization, participation and
autonomy.
The
Secretary of State of Culture is composed by an
organic structure integrated in the following
manner: National Council of Culture, Secretary
of State of Culture, Cultural Heritage Under
Secretary, Administrative Under Secretary,
Creativity and Popular Participation Under
Secretary, Provincial Councils for Cultural
Development and Municipal Councils for Cultural
Development.
In the
upper echelons of the organizational structure is
the National Culture Council, the highest authority
in matters of cultural policy, it is the organism
responsible of establishing the guide for cultural
policies and guarantor of the unity of action
amongst the public and private institutions that
participate in cultural activities, as well as
approving the national plans for cultural
development.
It is
made up of 22 persons that will represent the
various state institutions that have greater impact
in cultural issues as are, Education, Tourism and
Sports. Also a representation of the artists,
intellectuals, cultural investigators, specialists
of the environment, the community cultural
organizations, provincial development councils, the
municipal powers, businessmen and cultural
foundations private and public.
